Knee Lever Adjustments on Carter Starter - Steel Guitar Forum
Mar 17, 2013 · If you stick with steel, you might want to look at someday upgrading to a guitar set up with shorter legs and pedal-rods. That Starter is fine for now but it doesn't have any knee lever angle adjustment options, so it might not be as comfortable as a Pro-level guitar.

Oct 11, 2020 · I rode my Carter hard in the trenches for 13 or 14 years before the B-pedal's bones looked like the worn one in Jerry's picture above. I spent a few bucks and replaced them in no time. At that time, the A-pedal bones had another 5 years on them. And all the other pedals and knees had another 8 or 10 years.

I'd guess that this is to deal with what the Carter folks (John Fabian and/or Bud Carter) found to be inadequate adjustability to achieve sync between 3 & 6. Carter pro guitars went so far as to have an entire gear-down mechanism to achieve plain 6th string sync.
