Russian President Vladimir Putin has congratulated United States President-elect Donald Trump on his inauguration and told him that Moscow was "open for dialogue" with the new administration over the Russia-Ukraine war.

As he signed executive orders in the Oval Office after the inauguration on Monday, Trump took aim at the Russian leader over his handling of the invasion into Ukraine. Trump has rarely criticized Putin and has often touted his relationship with the foreign leader.

President Trump said Russian President Vladimir Putin is “destroying Russia” with its nearly three-year war in Ukraine, adding he hopes the Kremlin leader is open to making a deal to end the conflict.
