Police are trying to find a killer accused of stabbing a man to death outside of a restaurant on Fulton Street on Houston's northside.

Since Houston enacted a civility ordinance for downtown banning sleeping on sidewalks, nearby residential neighborhoods see more homelessness on their streets.
