Sorry, I don't have the answer to your question. I imagine you can Google the Chicago Cultural Center and find the answer or at least a phone number to ask. There are some beautiful rooms and staircases which would make dramatic background for pictures.
Of course you can! There is a large room w/tables on the first floor near the Randolph St entrance. Its perfect for eating lunch you might bring in. Sometimes there's a band.
