Yes, it's free, just find street parking around there and walk to it. Santa Clause is there if you want to visit also.

At what time can you start going and at what time do you have to go?
A:
After the sun sets so you can enjoy the lights, not sure exactly when all the houses are decorated but i usually go a few days before christmas.
